How the bill is built
Since 1 July 2025 Meta charges the WhatsApp Business Platform per delivered message. The price depends on two things: the category of the message and the country code of the recipient.
- Marketing templates are the expensive ones and are always charged.
- Utility templates (order and booking updates) and authentication templates (passcodes) share a much lower rate.
- Replies inside the 24-hour window after a customer writes are "service messages".
The rates in the calculator are Meta's list rates in US dollars for a handful of markets, read from Meta's own rate calculator. The full table per market is in the API guide.
What changes on 1 October 2026
Until that date every reply inside the 24-hour window is free, however many you send. From 1 October 2026, each business phone number gets 1,000 free service messages a month, and replies beyond that cost the utility rate of the customer's market. Utility templates sent inside an open window, free until then, are charged from the same day.
For a small shop that answers a few hundred chats a month nothing changes. For a busy support team or a chatbot, which can send ten replies in one conversation, it is a new line on the bill, and one that older pricing guides and several vendor pages do not mention yet. What the estimate does not include
- Your platform's subscription, and any per-conversation or per-contact charges it has.
- The free entry point: when a customer reaches you from the WhatsApp phone app through a click-to-WhatsApp ad or a Facebook Page button and you answer within 24 hours, your messages are free for 72 hours.
- Volume tiers for utility and authentication, which only start at very high volumes.
- Undelivered messages. Meta charges on delivery, so blocked numbers and messages stopped by per-user marketing limits cost nothing.
- Markets outside the list. Meta publishes a rate for every country or region; the calculator carries the ones most readers need.
Ways to pay less
- Check the markup. Some platforms add around 15% to every message, others pass Meta's fees on at cost. At volume that difference is larger than the subscription.
- Categorise honestly. A genuine order update is utility, at a fraction of the marketing rate. Dressing a promotion up as utility gets templates re-classified, and repeat offenders restricted.
- Send fewer, better marketing messages. Segment by what the customer bought or asked for; unread and blocked messages also lower your quality rating.
- Let customers start the chat with a click-to-chat link or a chat button: replies are free up to the allowance and cheap after it.

Questions people ask
Does this calculator include my software subscription?
No. It estimates Meta's message fees, plus a markup if your platform adds one. Your platform's monthly subscription comes on top; the comparison page on this site lists those prices.
Are replies to customers really charged now?
From 1 October 2026, yes, beyond a free allowance. Each business phone number gets 1,000 free service messages a month; after that every reply inside the 24-hour window costs the utility rate of the customer's country. Until that date all such replies are free.
Which country's rate applies?
The rate follows the country code of the person receiving the message, not where your business is. A UK shop messaging a German number pays the German rate.
Why is there no volume discount in the result?
Meta has volume tiers for utility and authentication templates, but the first tier runs to tens of thousands of messages a month per market, so they do not change the bill of a small or mid-sized business. Marketing templates have no tiers.
Does it cost anything to use the WhatsApp Business app instead?
Messages sent from the free WhatsApp Business app are not charged. These fees apply to the WhatsApp Business Platform (the API), which is what shared inboxes, chatbots and automation run on.
